Renewable Energy Registration Verification: From HBE to ERE

Does your organization supply renewable energy for transport in the Netherlands? If so, you can register these supplies in the Register Energy for Transport (REV) of the Dutch Emissions Authority (NEa). This is also referred to as registration.
Since 2026, the Netherlands has been working with Emission Reduction Units (EREs). EREs replace the former Renewable Fuel Units (HBEs). For organizations, this means that the registration and verification of renewable energy for transport must now take place in accordance with the current ERE system.
DEKRA is accredited for registration verifications for the Register Energy for Transport based on the HBE system. Accreditation for verifications under the new ERE system, which will be carried out from 2027 onward, is still under development. Our auditors have extensive experience with registration verifications and are preparing for verifications under the new ERE system.
What is registration verification?
Organizations that supply renewable energy for transport can register these supplies in the REV. In return, they receive EREs for these registrations. These registrations must be checked annually by an independent, accredited verifier.
During the registration verification, DEKRA assesses, among other things, whether the registered supplies can be substantiated, whether the administration corresponds with the registrations, and whether the correct data has been recorded. After a successful verification, you will have the required statement for your registrations.
From HBE to ERE: what has changed?
Up to and including 2025, the system used Renewable Fuel Units (HBEs). From 2026 onward, this system has been replaced by Emission Reduction Units (EREs). While HBEs were based on the amount of renewable energy, EREs are aligned with the achieved CO₂ chain emission reduction.
This affects the way renewable energy is registered, calculated, and verified. The former HBE system involving double counting has also been changed. Within the current ERE system, factors such as the type of renewable energy, the sector in which it is supplied, and the demonstrable chain emission reduction now play an important role.
For which energy carriers is registration verification relevant?
Registration verification may be relevant for various forms of renewable energy for transport, including:
- liquid biofuels;
- gaseous biofuels;
- electricity for transport;
- liquid RFNBOs;
- gaseous RFNBOs, such as renewable hydrogen.
The applicable requirements depend on the energy carrier, the sector to which it is supplied, and your organization’s role within the chain.
Registration service providers for electricity
Within the ERE system, organizations and private individuals can use a registration service provider for electricity for transport. A registration service provider registers the electricity supplied in the REV on behalf of others.
Here too, proper administration is important. The registration service provider must be able to demonstrate on whose behalf the registration is made, what quantities of electricity were actually supplied for transport, and whether the registrations comply with the applicable conditions.
